Controller, Changshu
1. Our Understanding of the Background
Our client has been manufacturing quality products for the plumbing industry. The company’s market leading products include solvent cement for joining plastic pipe and fittings, vent stack roof flashings, solder and flux for joining copper pipe, washing machine and ice maker outlet boxes, air admittance valves, residential and commercial drains and other related plumbing specialty products. The products can be found in residential and commercial applications and have achieved excellent brand name recognition with consumers and wholesalers.
Headquartered in Cleveland, Ohio, the company has 6 plants and 9 distribution centers, and employees about 1200 associates. Key customers include the Home Depot, Lowes, Menards, Wolseley / Ferguson Enterprises, Hughes Supply, and other retail and wholesale groups.
The company currently has a sales office in Shanghai with two employees. It plans to build a plant in Changshu, Jiangsu Province. The operation in Changshu will be an injection molding and assembly plant. It will initially starts with about 20 employees in the first year, but plan by year 3 to be up to 120 including managers of the combined operation.
2. Position Profile
Position Summary:
This position is responsible for directing budget and cost controls, financial analysis, and accounting procedures. Preparations of financial statements, organize and plan auditing schedules, and develop policy and procedure manuals for the accounting department.
Key Responsibilities
• Prepare the following financial reports for Changshu operation:
Analysis of expenses vs. budget.
Labor/payroll reporting – audits time keeping system and process for accuracy.
Creates and maintains capital expenditure documentation.
Prepares weekly performance status reports (inventory, spending, progress evaluation, corrective actions, opportunity log, etc.).
Prepares annual manufacturing budget in coordination with operations manager and Corporate accounting.
Approves facility invoices as defined.
• Perform Inventory Control Activities:
Carry out the cycle count program and prepares for and coordinates the annual physical inventory on the shop floor.
Maintain and monitor computerized inventory and balances with management systems.
Analyzes the cost of non-conformance and recommends corrective actions.
Leads resolution and root cause analysis of inventory control opportunities for improvement.
• Ensures all Chinese regulatory laws are complied with such as taxes, record keeping, joint venture, customs, and foreign exchange; act as the liaison to Corporate Accounting to assist with US taxes and accounting related to Changshu activities.
• Participates in manufacturing management team meetings, Continuous Improvement Process meetings and Inventory Task Force meetings.
• Provide assistance to the Corporate staff with planning process (labor, routing, and weight standard analysis) and the annual Action Plan.
• Administer the capital expenditure request, approval and capitalization process including the following activities:
Preparation and publishing of monthly report (pending, open & closed Projects).
Balance expenditures against GL accounts for specific Project Request Authorization (PRA), construction, miscellaneous projects, etc.
Prepare depreciation budgets, fixed asset sub ledgers and GL, Prepared by Client schedules for annual audits, including amortization and depreciation, assets, etc. and the reconciliation of accounts.
Prepare tax depreciation reports for the Corporate Tax Return.
Prepare and publish pre / post investment payback analysis for each PRA and product commercialization project.
• Prepare and maintain General Ledgers including:
Oversee the allocation of freight expenses and make corresponding journal entries.
Prepare the General Ledgers for the month end close. Analyze and reconcile financial statements and GL accounts for erroneous postings. Work with department manager on over budget accounts to take corrective action. Balance the Income Statements with the balance sheet and trial balance.
• Analyze, prepare and publish the following information: Manufacturing Management Graphs, Progress Evaluations, Labor Graphs, Annual Physical Inventory Lists / Schedule, any others as required.
• Assist with annual physical inventory, preparation of manufacturing annual budget and the product commercialization team.

• 5 to 10 years of relevant experience required including Chinese government audit experience as well as 2 years of supervisory experience.
• Excellent communications skills, both verbally and in writing. Must be fluent in Mandarin and English, both written and conversational.
• Effectively work on cross-functional teams with personnel in other business units. Highly proficient project management skills required.
• PC literate in Microsoft Office packages including proficiency with Excel, Word, & PowerPoint. Past experience with ERP a plus.
• Willing to travel on occasion.
• Preference given to candidates who meet the above requirements and have one or more of the following: cost accounting background, manufacturing industry experience, transfer pricing background, and familiarity with conversion from Chinese GAAP to USA GAAP.
